Brasilia, August 23, 2022 – More than 1,300 computers currently available in the laboratories of 56 public schools and 35 telecenters for digital inclusion in the Federal District come from the public equipment renovation program of the Government of the Federal District, Reciclotech, provided for by decree (Decree 41859 of 02.03.2021). Among the features of the project is the repair of materials discarded as electronic waste by public and private agencies and the population at Voluntary Delivery Points (PEVs), through a reverse logistics policy. The goal is to promote democratization and digital inclusion.

“Our goal is to return the appropriate equipment to society. We examine what is available and take it to the unit for restoration. We leave it clean, change the HD, parts and memory so that we can deliver it as new to the community”, explains the main coordinator, creator of Reciclotech and undersecretary for the promotion of innovation at the Secretariat for Science, Technology and Innovation (Secti), Anderson Freire. After restoration, the computers are packaged and sent to non-profit institutions and public schools.

This year, a public call will be launched to guarantee the donation of another thousand computers to the DF public education network.

According to Freire, in the past discarded computers were piled high and sold as junk. “All departments and administrations bring them to us through the project. We consciously take care of those that do not fit, disassemble and separate items (such as plastic, aluminum and copper) that are sent to industry,” he adds.

The Viver Rafaela Institute, in Gama, is one of the institutions in the federal district that has a digital inclusive telecenter equipped with 15 computers provided by Reciclotech. “The idea of ​​the project is sensational, because we live in an era of technology. Through it, we can train young people and adolescents. Help improve their CV to enter the labor market”, analyzes the head of the Viver Institute, Rafaela Mariana Garcia.

This year, a public call will be announced to guarantee the donation of another thousand computers to the public education network in DF.

The first evaluation of the functionality of the returned equipment takes place within the training courses offered by the non-profit organization Programando o Futuro, responsible for Reciclotech. “The first analysis of the computer is done by the students of the computer maintenance course in order to know whether it will be recovered or not. They have theory and practice when they have contact with boards, with HD and with signals,” he adds.

Intended for people over 14 years of age, the courses are offered in the morning and in the afternoon, have a workload of 60 hours and last about 40 days.

Student Arthur Guilherme, 16, is taking a computer maintenance class. He entered the course to learn how to build his own computer and to supplement his first training in basic computing. “I intend to use this knowledge further, and I also want to build a computer. Only with this study were we able to put the computer back together and get it running again,” he says.

He is excited about the possibility of preparing equipment to be donated to institutions. “It makes me proud to know that I built a computer that was sent to school. Out of nowhere a person uses a computer I built. It’s really cool,” he says.

The pedagogical coordinator of the courses, Cintia Lima, says that it is a pleasure to see young people being trained through Reciclotech and the engagement of boys and girls in the proper disposal of electronic materials.

“We are doing contests to encourage students to bring electronic waste. Many people bring it from home or take it from the street. They bring batteries, tube TV, wires, all of which end up helping the city, the environment and the project,” he says. The materials used in the courses come from waste.

Since the beginning of the program, 2,241 students have obtained qualifications in computing basics and computer maintenance. Intended for people over 14 years old, the courses are held in the morning and in the afternoon, have a workload of 60 hours and last about 40 days.
